Do you have suggestions to help us save our floor?

I live in Baja, Ca. on the Sea of Cortes and have stone floors mined from the Mulege mountain area! My husband did not put down a vapor barrier and as the years go by the grout is getting efflourecense and then crumbles and pops out and the surrounding stone/slash slate crumbles around the edges! The stone/slate also absorbs water during humid times and kind of spreads like a fungus and does not get wet on the same stones on the same day! We are trying to decide if it is worth salvaging the stone by digging up and cleaning with vinegar and laying a vapor barrier and then relaying the stone-the sand here is unwashed sand!
Do you have and suggestions to help us save our floor?
